The Ocean Hopper niche
Fast, agile personal surface skimmers occupy a youth, sport and short-range niche in the working architecture. They are not military fighters or substitutes for deep-pressure intercity craft. Controls, safety and maintenance must suit nonhuman operators.
Ocean Hoppers are lightweight personal and sporting craft optimized for skimming the open sea surface. They are not ordinary deep-diving submarines. Their foil geometry, control authority and storm-weather limits remain a separate engineering design problem.

Commuters and families
Civic vessels emphasize docking reliability, predictable transfers, suitable support for different body sizes and effective assistance when a passenger is injured or unable to propel themselves.
Travel across the upper boundary
The working dual-medium sea/surface concept creates a bridge between submerged infrastructure and hazardous open-water conditions. Exposure and transition remain design problems, not free capabilities.
